That is not an answer. Since you made the claim, tell us how they did so. The funds were taken from the funds and because of the condition, Reagan increased the payroll tax...we all know that. We also know how by using the funds it reduces the deficit reported...which means the trust fund was simply there for the taking. This is not about two guys...it is much more.
