""LightSquared now has to actually manufacture a filter before testing can even begin," Farrar wrote. "That certainly pushes a decision point [on its network deployment] until the summer or fall of 2012 at the very earliest, and more likely than not until after the 2012 presidential election and beyond the end of Chairman Genachowski's term at the FCC. ... LightSquared's proposed filter characteristics also represent a complete abandonment of any prospects of ever using the upper 10 MHz band."

The lowering of BS power levels and using the upper 10MHz MSS as a guard band are concessions that have been inevitable. By the time that LS will have gone through resolving these and other interference issues, the events surrounding deployment of TD-LTE and demand that will place the 2.5GHz more in demand will have shown that the narrow, rural and low bandwidth satellite focused service LS might offer will not be a competitive concern for Clearwire. The only reason why it has become such a big issue is due to the missteps by Clearwire that placed themselves in the financial grind they now must contend with.
