Joe, I don't think Loco has a job because I would never hire him. My guess is he works for the federal government. Maybe with the boarder patrol. That is one cushy job. You get a big SUV, a gun and a pair of binoculars. You just sit there and look south all day. He could have a laptop and be posting to break up the hours of boredom.

Then again I could be wrong. Maybe he isn't on the patrol but actually on parole.

I really try to give individuals the benefit of the doubt unless they prove themselves otherwise. I believe that individuals really want to be successful and our role is to help them succeed. But, there are some who will work the system. In fact, today I was speaking to an administrator who, IMO, had an excellent idea. He suggested that we institute the President Roosevelt WPA, CCC plan where individuals perform community service work in order to receive their unemployment checks. His reasoning was: It would enable to maintain or expand his skill sets, not allow him/her to freeload off the system, maintain a living plus maintain or build their self-esteem from their accomplishments.

Sound like a possible alternative. What do you think?
