Yes, to encompass what his budget is spent for and that the research is on topic, but not for the results of what the research shows--at least as far as what it shows as done by his scientists. If government non-scientists want to legitimately have the results peer reviewed by other scientists that's OK, but I don't think non-scientists should be weighing in on the validity of the results.
