I agree, though I think "they" thought she was the oversight. As for the Feinstein claim of losing all her campaign money, I don't think that's quite the case. The NYTimes piece this morning states that she had campaign money in several places and that she is, of course, quite wealthy in her own right.

As for the substance, it does look as if it is structurally a honeypot for this kind of corruption. According, again, to the Times, her company managed some 400 accounts. Slipping the money back and forth would be quite easy, I would think.

I wouldn't be surprised if this instance is the tip of the proverbial iceberg since it may well be the way a lot of campaign finance money is handled.
