Should the XL pipeline be built, "sandbox" crude will have to compete with Venezuelan and Saudi heavy crude in a dutch auction for limited heavy crude refining capacity

I thought Keystone would be used to take Canadian syncrude to the gulf. Syncrude has a avg gravity in the low 30's and very low sulphur.

I would think syncrude would compete for gulf refinery capacity with light to intermediate blends rather than heavy.

Syncrude currently sells at an $11.50 premium to WTI so approx $100-101 fob Edmonton.

Since the start of the year, syncrude has gone from a $2-3 discount to WTI to a $11.50 premium.
