Arun, of course the person who values the citizenship the most will be the highest bidder if they can afford it. Same as for everything. Canadians will for the most part be happy enough with their citizenship. But they might invest in a USA one to make money as they rise in price, like investing in Qualcomm or gold.

So a really bright Chinese electronics or genetics whizz might borrow $2 million to buy one, move to USA, be hired to work for Apple or Complete Genomics, and invent the next big thing. The company might buy one for him and transfer ownership after an agreed time or producing the goods.

People smuggling prices probably are fairly accurate in relative values. How much would it cost for me to be smuggled into India for example?

But current prices are not representative of legal tradable citizenship prices. The $40,000 you mentioned would turn into more like 50 times that. People grossly underestimate what citizenships would be worth if they were tradable and profitable [due to going up in price and maybe even paying annual dividends - from providing paid services and collecting taxes from non-citizens].

Citizenships could go to $10 million easily for good countries. There isn't really an upper limit. Utopia would be quite valuable.
