Arun, you are just putting up a smokescreen. Those "loopholes" exist already with existing citizenships but are all dealt with. Already, it's not enough to "marry" somebody to score a citizenship. Nor would it be in Utopia. In the past people would 'marry' somebody and then dump them as soon as the passport came through. That game has been stopped. Same with 'anchor babies'.
When people don't want something [for no good reason] what they do is wave arms and come up with lots of spurious ideas. When their objection is answered, they don't say "Oh, of course. I hadn't thought of that." they rush off to the next great reason or explain that it's raining now and look over there at how intelligent Indians are.
Mostly people are Luddites and when something is new, it is ipso facto bad. They don't think "Oh, that's a good idea." They think, "Well, that's obviously bad because it isn't sitting in my head as part of my model of reality, so there are obviously lots of reasons why it's bad. Our tribe doesn't think like that. Better attack this alien." "Hey, you! Your feet stink. Get lost." "Well, yes, my feet could do with a wash, but how does that affect reglaciation, the price of gold, and Utopia?"
