Here's what I think is going with IOC.

The option specialists have been playing "pin" games for months with IOC as the low volumes have allowed them to.

What Evan Calio, Morgan Stanley did today was shake up the game a little and make the heavy short position sweat a little. Nearly 25% of the small float is short.

Why come out with this note at 3:00 pm in the afternoon on option expiration Friday? It's not for retail buyers as they will forgot about all this by Monday.

So why would Morgan Stanley care about IOC stock price?

Morgan Stanley is investing significant amounts of money building a global LNG marketing arm within the company. They want the option to play with IOC unsigned LNG. Henry Aldorf has stated there would be available LNG for the spot market and Morgan Stanley wants a piece of it.

Let the Oct put option games begin!!!
