Nothing wrong with the idea. Just object to the high prices you are estimating. If tradable citizenships are priced at 1 million, probably 90 percent will find another way to get it, even it means they convince themselves that they love a citizen. If they were priced at $100,000, there will still be some who will sell at the wrong time. People don't take real risks with $100,000 unless they are given easy loans to do it. Just like the real estate bubble, the tradable citizenships will not be bubble priced as your estimate unless there were easy loans.
