I am very familiar with the situation you mention. And area that also need to be looked at is "social promotions." Yes keeping a student back is a waste of public money. But moving them forward without meeting the standards is like sending out goods from a factory that is defective in that it has failed to meet the Quality inspector's approval.

So another area that we could emulate the system overseas including that of Great Britain is to hold back students. And that could serve as a deterrent for those parents who encourage their children to go out and work at the expense of doing their homework.
