Conceptually Krugman was absolutely correct. But outside the Ivory tower, the real world is a lot more complex. Obama had to sell and implement an economic stimulus strategy to a population where large numbers of people don't believe in the theory of evolution, don't believe in science, and don't want any part of doing 'rithmatic - not to mention people who actively did everything they could to see that the economy and Obama would fail.

It's not easy to do what Krugman does - analyze large amounts of data, apply complex mathematical models, and come up with a plausible solution. But what Obama has to do is thousands of times more difficult.
