I just installed a 6 MW system in Texas as $2/watt out of pocket for everything (panels, inverters, hardware, labor...I mean everything). The total actually was $4.5/watt but the local utility (CPS Energy) fronts $2.50/watt. The installer (which is an approved installer by the utility company) handled all the paperwork and the system was not installed till the utility company approved it. He would get the $2.50/watt directly from the utility so I never have to deal with anything about that. All it cost me was $2/watt to install a 6 MW system. BTW, the utility will pay up to a 15MW system. I wish I had the roof space to put more.

By the way, the $2/watt does NOT include the federal tax incentive that I will get next year when I file my taxes. So it's actually even cheaper than $2/watt. It is a great time to go solar. Prices are at rock bottom. The ROI is something like 200%.
