How does this "Buffet rule" as you and Limbaugh call it actually work? I haven't seen the details in writing yet so I don't know if if I support it or not. Please explain.

Ok lets assume the committee of 12 sponsors such a bill and passes both houses of congress. The president vetoes it. What happens next? Do the automatic cuts across the board effecting all items in the budget kick in moving us towards a balanced budget. Isn't that what was agreed upon in the legislation increasing the debt ceiling.
