Welfare I dunno... I do not mind helping out but in a democracy this becomes a reliable source of vote buying ... Democracy appears broken to me or welfare would work... yours even more than ours (Canada) but we usually lag you guys.. ours may be tougher to crack :O) hate seeing folks left behind by bad luck and doofuses in charge because of dumb luck... the system is supposed to be about rewarding quality... not connections...
