Locked just means the inside bid and ask are identical for a moment.

For example if the top 3 mm's on the bid and ask look like this, as they do at the moment:

HRZG .49 ALEX .50
ALEX .49 SHRP .51
WUSA .48 WUSA .51

Very often in a competitive environment, where the trading is heavy, and the mm's have to compete more agressively, someone will raise the bid to .50 (in this situation). For a minute or two the bid and ask are identical until one of them backs down. If INCA or someone bid .50, ALEX would probably up his ask to .51 or higher. But for a moment bid and ask are identical. Different trading situations display this differently. Mine shows .00000 x .00000 until someone backs down.
