Do you know for a fact that MSFT has broken the law by giving away its browser?

Do free browsers hurt consumers?

Can a company legally give away a free product in the hope that the free product will entice the consumer to purchase other company products?

Since the DOJ has not to date stated that giving the browser away is illegal, and assuming the DOJ doesn't stop the practice, does this mean that MSFT's IE will in all likelyhood replace Netscape's NAV as dominant browser?
