What happens when long-term capital gains are taxed at the ordinary income tax rate? There will be a lot of money flowing out of stocks and bonds and into tax shelters like muni bonds.

That's exactly what Buffett will be doing, because as an investor he will minimize his tax exposure just like any other investor. He can afford it.

Personally, I think cap gains should be taxed at the ordinary income tax rate, but only in the context of flattening the tax curve. If that's what Buffett believes as well, I sure didn't see it in his disingenuous NYTimes puff piece.
