I honestly don't mind the HFTers, but rather their reported ability to see and act upon my pending trades before mine are executed. How is that ethical, much less legal? How could anyone remotely suggest that it is?

Even worse is when one's own brokerage firm front-runs the pending orders of their own clients; transactions that the brokerage was entrusted to faithfully execute in the best interests of their clients.

Their crimes should be regarded and acted upon in the same manner as when someone breaks into a store and steals very high-end merchandise. There is no difference in the outcome. -ng-
