A lawyer would have to dig into the foreign ownership issue. If Primosphere is requesting that the FCC apply a new standard to an existing license, the chances of success are slim. On the other hand, if there are specific rules on percentage of foreign ownership there might be a case. At a minimum you are looking at some delays (though the satellite construction period might be used to settle the legal matters; I doubt if Loral will stop building based on this since they can just sell the satellite to someone else like Iridium, Teledesic, etc.) Haven't heard any news on the secondary. Anyone with a Merrill Lynch broker should be able to find out. In the meantime I'll just watch CDRD fade a bit more each day.
