Not being in the field myself I didn't flag it at the time, and it's been at least a couple of years since I read that particular academic study. Googling the subject now just got me endless reports about the short term effects, although I did find this

"Despite doubts cast by previous studies of Head Start" which at least refers to the study I probably read. This is a short summary of another study that claims a long term benefit.

Also this, I read the first part of it and it references some earlier study that cast doubt, goes into methodology, got really boring.

Both these claim a benefit, as do the countless reports from the various state governments that come up in a google search. Again, not being in the field I have no way to judge methodology or results. Judging by the volume of articles written by people with a vested interest in the Head Start program continuing (their jobs depend on it), one would conclude that it is beneficial to some hard to determine degree, at some hard to determine cost. Always a problem with Social 'Sciences'.

That's the best I can do at this early hour.
