Well, I'm happy with my interpretation. Paul clearly thinks Americans are inherently too stupid for the high paying non-manufacturing jobs, so we have to import in brainy foreigners to do those jobs, but the brainy foreigners are going to leave anyway. So I guess it is hopeless in Paul's view. He also believes that the stupid americans are asking for excessive compensation and this is causing jobs to move overseas where it is cheaper.
