it is not a vat tax. cain says in interviews i have seen it is at the end consumption end and not something passed on from manufacturer to manufacturer, etc. he has even said it is only on new items consumed, e.g., not on used cars just on new cars.

i just wish he or his people would issue some big picture guidelines with more details.

i have seen him say there will be no more fica tax or anything withheld from paychecks.
