In war the enemy might blockade you to try to keep your people from benefiting from foreign goods. Protectionism is the desire to impose the same penalty on yourself.

To the extent the tariff applies on raw materials or intermediate goods you directly harm your own exports by making them more expensive. Outside of those things you indirectly harm your own exports by inspiring retaliatory tariffs, and by encouraging the companies you price out of the market to go after your export markets instead. All of which is done by imposing a tax on Americans, making them pay more for goods and lowering their real standard of living.
