MJ, This is not a national problem this is a local problem within the State of California and needs to be addressed locally there.

However, it has become a national problem. A gentleman on welfare which I volunteered to work with was $30,000 in credit card debt, had his HUD apartment paid, along with utilities, TV, food, etc. He did not like the State of Missouri because it did not pay enough welfare. He chose to move to California since the payments and conditions were better. What we see is individuals receiving welfare move to the states which has the best payment practices. The said state, credit card companies sent him additional credit cards which he use to fly to California and Florida.

Sad case, but true!!
