What's New —Representatives Bob Goodlatte (R-VA) and Jim Costa (D-CA)
introduced legislation in the House that would reduce the minimum levels of corn based
ethanol consumption mandated by the Renewable Fuels Standard (RFS), during
periods when corn supplies are deemed tight, by utilizing stocks to use ratio data from
the USDA. Currently, the RFS calls for the consumption of 12.6 billion gallons of corn
based ethanol consumption in 2011, although the industry is operating well above the
current mandate due to the favorable economics associated with blending ethanol. In
2012, the mandate would expand to 13.2 billion gallons, before reaching a maximum of
15 billion gallons in 2015. Nevertheless, we see the new legislation emerging in the
House as a continued assault on the ethanol industry and a clear negative, as
legislators appear to be attacking the industry from all angles.
