Christopher Cox at the SEC, just as an example, just decided not to enforce ANY REGULATION. That is how Bernie Madoff and other scamers got away with their simple little schemes. Anyone could have spent half a day looking at Madoff books would have been able to expose that simple scam. Just because you have regulations does not mean that it has to be enforced.
