There's actually a logical disconnect in what happened there in regards to consensus. Option 1 was for him to speak. Option 2 was for him not to speak. They couldn't come to a consensus, so the guy with the mike chose option 2, by declaration. But who am I to point out such trivia.

If you click on the "other youtube videos" by this group (a small button upper left, just above the screen) you have access to what comes next. More of the same, but about half way through someone tries to explain the difference between an announcement and a proposal. An announcement is information and does not require consensus. A proposal is (pause....wait for it...) a proposal, and does require consensus. I kid you not.
