Migration is not very common now, nor is it normally common. Its not the case that a massive portion of a state's population will move because of higher taxes, but it is true that a small portion, and a portion focused on those who are more capable and productive, will move for such reasons.

That small portion tends to be the poorest......lower middle class. That's the kind of migration low cost states like Texas are gaining. So then, TX wins the population growth awards but its income awards tend to tell a different story. It depends on what you want.......a bigger population or better quality of life. TX vs MN.
