Does anyone here understand Herman Cain's 999 policy? As I understand it, it's 9% corporate income tax, 9% personal tax, and 9% sales tax.

In regard to the 9% personal tax, 9% of what? Gross Income? Does it include everybody, including people at or below the poverty level? Is there some minimum, or standard deduction?

Here's what his website says about it:

"Individual Flat Tax – 9%.

Gross income less charitable deductions.
Empowerment Zones will offer additional deductions for those living and/or working in the zone."

A lot of people, myself included, would be taxed MORE under this scenario unless there's something I don't understand about it.
