well that is as I understood it, essentially has a similar effect as our parliamentary seat system... so the little guys do not get completely overrun.. they are still at a disadvantage but not powerless.. what I guess sets our system apart from yours is the multiple parties... so a better than binary choice and better outlet for at least a protest vote... OTOH I have no idea how those European parliaments function with a gazillion parties forming coalitions... we get tired REAL fast up here with a minority government which is a window on to that predicament...
