This must be in some kind of transition stage. I'm not privy to all of Kondamoori's options, but typically after delisting, they'll cut the workforce to a handful of employees, maybe just two or three, move to 800 feet of class C space and concentrate on workouts with the creditors and getting something for the so-called "technology". But Kondamoori might instead opt to flee the country before the law catches up with him.
