I saw Carl Rove on Fox talking about picking a VP. He said you could pick one who would help you to get elected or someone you felt would be best qualified to be president if something happened to you. He made the case to Bush that Cheney was a bad choice when it came to helping him get elected. Bush said he wanted Cheney because he could help him to govern effectively and he had confidence in him if he was no longer able to serve. He told Rove that he knew selecting Cheney was a political problem and it is your job to deal with that. The ideal VP candidate in 2012 if you are worried about getting elected is Marco Rubio. You must win Florida and he would appeal to Hispanic voters.

I can't see which criteria was used by Obama in picking Biden. IMO Hillary Clinton would be a better choice for both objectives.
