Instead of just passing more and more laws, free market should be brought back. The bond market free of manipulation will always do a better job of enforcing budgetary discipline than a bunch of laws and army of bureaucrats to enforce them. That law would be great invitation to fraud in government books. Somehow they would find enough gimmicks to make the number less than 3% -g-
