The vaccine is only 35% effective for the more serious form of malaria. This only allows it to reduce the numbers, but not eradicate instances. It is no smallpox vaccine. What they need too is vaccine against Chagas. I hear there is work on it.

Once the vaccine is perfected, then they have another problem. Population control. They should pass out condoms with the vaccine.

DDT used area wide, instead of locally in housing surfaces is likely just to increase resistance against the substance in short order. DDT is used on farmers fields in Western Canada. there is no ban there. Resistance to it by bugs in Canada may have caused untold harm. Who knows? Could the bark beetle kills in BC be related to this usage? Would not surprise me, especially compounded with other indiscriminate insecticide usage. Most countries that used DDT widely have stopped because of developed resistance. Birds that control insects quickly die out because of it.
