The situation is completely different now. In Reagan's time renewables were more than an order of magnitude more expensive than fossil fuels. Today they are almost cost competitive. Nobody can stop renewables now, because it will soon be more profitable to build renewable rather than fossil power plants. Of course, it will take a few decades to convert our car fleet to electric cars and we will continue to need oil and gas as feedstock to chemical plants and gas and nuclear for baseload power, since cost effective energy storage solutions will probably lag. But research on biofuels of all kinds is coming on strong and we may not need any oil much sooner than people expect. The age of oil will end while oil is still plentiful, though mostly unconventional.
