The HQ's are sometimes in such countries (but the majority of them are not), what part about that fact do you think gives the US government a right to the share of the money, for activities outside of the US?

In a territorial tax system if they made the profits in the US they would be taxed here (whether or not they have their HQ's in the Caymans)
