If they make their products offshore and make profits offshore and keep them there they are not taxed here.....if they bring those profits here they are.

Exactly. So if they make their product elsewhere and sell it elsewhere realizing all their profit elsewhere, then they think they might bring it here to invest, creating new wealth and jobs, they will be taxed on it. Why would you want to discourage and penalize such investment?
