The initial jobs where created elsewhere. Now they have a profit. They have to decide what to do with it. If you penalize them for bringing it in to the US, then it will be more likely to stay overseas, insuring that the next round of jobs and wealth creation occurs outside the US as well.

What's your view on those who only "keep an office" in tax haven and claim profits made here as income for the corp in the haven...... Some hedge funds do this.....

Just institute a territorial tax system, if the profits are here, tax them. If the profits occur overseas then don't tax them. Activities outside of the US should be none of the IRS's business (except to the extent they are fraudulent efforts to hide income that was really earned here).
