I feel a bit sorry for him - he's in the system and working it to his advantage and has to be seen to be in with the bosses of Beijing. He's part of the dog eat dog and human eat dog way they run things there. China had a bad case of Stockholm Syndrome for half a century and still has it.

Melamine milk and ignoring a squashed infant in the street is symptomatic of the culture. Mainly, they don't want to get caught. They do anything they can in their zero-sum game mindset to get stuff away from other people. TJ expresses that zero-sum mindset constantly. Getting stuff off other people is the way to wealth. Creative enhancement of everyone is not the name of the game.

I deal with mainland migrants here - it's hardly worth dealing with them. They are dishonest, untrustworthy and untrusting [apart from linguistic problems]. Hong Kong is different but still pretty hard - Jack Chen is currently being sought for criminal activity stuff.co.nz

I wonder if they put melamine in milk in NZ to boost "protein". It seems a bad idea to have them in charge of milk production [or anything].
