The bio-biz is flourishing here in the mainland in general.

Genetic engineering is widely use at cell and microbe level for products used as reagents, small biz companies and workshops are of a good number. It is also true for genetic diagnosis except for Huada Genes, of a medium size but no positive cash flow biz model. And, of course, Monsanto infiltrated into bean, bean oil, corn, cotton, and rice, which is under hot debate.

Policies guarding bio-tech application to humans are more or less at similar stringency compared to those of the developed countries, with variations here and there.

As a visiting prof. of toxicology of a major university, I can say that university/institute r n d in bio-biz is still at its budding stage. Biotech companies of univ.-institute affiliation are few with good biz model. The other side of this story is that members of faculty are enjoying a relatively large degree of freedom to set up startups.
