Cain's problem is that he did not start as a serious candidate. His 999 plan was put together on a napkin. He had no money, no organization, and no advisers to speak of. His plan has the excellent idea of a Federal sales tax, which is essential if we are to compete successfully with Europe and Asia, because it changes the consumption orientation of our economy. He could have polished his plan by shifting the burden from the poor by having an exemption from the income tax for the first X dollars and excluding necessities from the sales tax and paying for them via, for example, with a higher rate above a certain income level. 999 for the 99%. 9-9-18 for the 1%. But having a CEO mentality, he probably did not think very much about burdens on the poor.
