That is exactly what my caveat, so conveniently left off my original post by Mr Clarksburg, and reprinted over and over again by Riley says.

I'm not saying it happens every time, but in penny stocks, absolute liquidity is a must IMHO. Calling for your certificates is unnecessary if you really want to prevent people from borrowing to short. You can simply take them out of margin accounts, and if you're paranoid, give your broker a letter stating you do not want them borrowed. If they do, you have recourse. You can also have them transferred to safekeeping, which will allow you to sell them easily with a simple stock power.
