Canada sucks at diagnostics. It appears to be a built-in of our system by hiring poorly trained foreign technicians or perhaps it is a deliberate cost saving tool. Either way good luck trying to sue for missing something on a mammogram. Thanks to their insurance fund doctors are bullet proof in Canada.
