When to buy low and sell high without regard for fundamentals? When there is a technical rebound? When there are new money coming into Wall street? When some one is doing management consulting to turn around the company before any results come in?

All of the above, especially during tax loss season. The selling for tax benefits has no other reason or rhime. These are fallen angels. Orphans?

Research will make you rich? But wait for the lowest price to buy the largest volume you can afford. Sell before March 15, if you don't see any fundamental improvements. If not sufficient earnings improvement, sell befor May 15. You may be able to buy again next tax loss season.
