I mean people in the USA are pieces of property, owned by the state. If they flee to live in another country, they still remain the property of the USA and have to pay taxes to the USA. They can be conscripted or otherwise treated like chattels. Bobby Fisher got into a lot of trouble by playing chess in Belgrade.

The state owns the citizens, the citizens do not own the state. If a citizen abandons ship, [going to another country to live permanently] they take with them only themselves and whatever they can get out of their personal property. They can't sell their share of the state. They remain obligated to the USA.
