Doesn't matter ... it shows what an uninformed idiot Shep is. He thought Texas and Arkansas were the same state or something. Let me have the pleasure of elaborating: See below he knew the incident happened in TX. Then he thought it happened in TX and AR. He confirmed he mistook the (misread) county name for the state of Arkansas. The only explanation is he thought the state of Arkansas was somehow inside and part of the state of Texas.
