Bernie - The following is from KESE website, and I have posted it for those who need to understand that California is going to be the showcase for the rest of the country when it comes to deregulation. Consumers are going to jump to cheaper power in a flash. KESE is trying to be the leader in pre-1/1/98 commitments, and they have made announcements in that regard. I believe that we'll see more announcements soon.

Tier I: Final legislation and commission rules are in place
Tier II: Enabling legislation has been enacted
Tier III: A commission restructuring plan has been adopted, and awaits legislative approval.
Tier IV: A informational or fact-finding workshop or study is under way. or legislation is pending

(It should he noted that some states are included in more than one tier. For example, CA and Rl fall unto all tiers, but for our analysis we have depicted those states in only the most advanced tier.)

States that fall under each tier are as follows:
Tier I: California and Rhode Island
Tier II: California Pennsylvania New Hampshire, Oklahoma, Rhode Island, Nevada. Montana, Maine
Tier III: California, Arizona. New Jersey, Michigan. New York, New Hampshire. Vermont, Massachusetts Pennsylvania Rhode Island. Maine
Tier IV: All States
