Instead of looking at Finland success and seeing what there might be there that we could learn from, it was kissed off because Finland is exceptional for the reasons you list. If the kids come out of Finland with an ability to speak 4 languages, and have no homework and it is cheap to educate them - because of a respect for education, then lets try to change that instead of throwing more money at what we have now?
