My definition of welfare is net receipt of government benefits. I don't think that middle and upper middle class retirees should be receiving more SS and Medicare benefits than what they contributed into the system, adjusted for inflation and expected investment returns. It's fine heavily subsidizing lower income retirees, as we are currently doing.
